Associated to the industrialists, the Brazilian public bureaucracy played a major role in the industrialization of Brazil between 1930 and 1980. Yet, since the early 1990s, after a major foreign debt crisis, this political coalition lost power to a new financial coalition. As a kind of trade-off, and aiming to resurrect its prestige seriously damaged by the new neoliberal ideas, it engaged, since 1995, in public management reform. . A reform that was consistent with the idea of changing the state from producer to regulatory. This reform continues to be made successfully and is making the large social sector that the Brazilian state developed since the 1985 transition to democracy legitimate in political terms in so far as the provision of public services become reasonably efficient. On the other hand, since the 2000s the signals pointing out to a new developmentalist political coalition with industrialists and the sections of the working class are emerging.
