This essay redefines the State crisis in Brazil at the light of the new theories in micro-economy and that of growth, which stress the importance of phenomenon of economic coordination and organization. Their effects on competitiveness are optimal only if the relationship between private and public sectors are redefined. Democratization becomes thus a condition of the return to the economic growth in the sense that it is preliminary to the fiscal reform, a foundation to the redefinition of the role of the State that the economic opening demands.
