1999. Non profit organizations are 'public non-state organizations'. Although regulated by private law, they are public to the extent that are oriented to the public interests. We have basically two types of public non-state organizations: the service organizations, as universities and hospitals, and the social-control or advocacy organizations, usually denominated NGOs. This distinction is relevant, although relative, since public non-state organization have always a service and a political advocacy aspect.
