Abstract: The author attempts in this article to relate economic stagnation and the high rates of inflation prevalent in Brazil to domestic and foreign debt, public deficit, and negative public savings. The paper thus represents an attempt to analyze formally the fiscal crisis that exists in Brazil, and which has led to loss of credit and to paralyzation of the Brazilian government.
